Mr. Michael Lugton was appointed Chief Executive on 20 September 2005. In 1973 he joined the civil service and has held various posts in the Scottish Office and Scottish Executive. From 1990 to 1995 he was head of Criminal Justice and Licensing Division, and prior to his appointment to the Commission he was head of the Constitution and Legal Services Group.
